Basic Function:

Provide leadership for all of the clinical/medical services provided at University Health Services (UHS). Plan, organize, and direct a comprehensive medical service, as well as a faculty and staff same-day care clinic and Worker’s Comp program. Serve as the university’s public health officer. Reports to Director, University Health Services.

Examples of Duties:

Duties/essential functions may include, but not be limited to, the following: 

Serve as the senior medical officer of UHS.

Provide direct medical care and clinical preventive services to students and staff.

Evaluate and optimize the continuity of care model of service, and process of disease management, patient satisfaction, patient safety; develop processes to assure appropriateness of care.

Provide an environment of quality care and cost containment that is data driven.

Develop systems, and clinical policies and procedures to review utilization of resources and objectively measures outcomes of care; monitor clinical patterns and present data analysis to clinicians and UHS CQI, clinical and management committees for review.

Ensure that quality assurance and management programs are carried out in all clinical areas through the development and implementation of effective disease management programs, clinical protocols and guidelines, decision tools, and review of professional guidelines; develop a performance database incorporating AAAHC and other key quality indicators and benchmarks to provide leadership necessary to meet regulatory requirements.

Provide supervision, evaluation and ongoing staff development; establish and maintain ongoing programs to orient and develop clinical and management expertise of direct reports and overall clinical staff.

Assume primary responsibility and authority in annual performance review of clinical staff and for dealing with medical/clinical staff matters and concerns in collaboration with UHS Director.

Assure that UHS clinicians meet or exceed compliance with clinical policies, procedures, standards and regulatory agencies that guide the practice of medicine and nursing:

  • UHS Policies and Procedure Manual
  • Ohio State Medical Board
  • Ohio State Board of Pharmacy
  • Ohio Board of Nursing
  • Accreditation Association for Ambulatory Healthcare
  • Health Insurance Portability and Accountability Act (HIPAA)
  • KSU Student Code of Ethics

Ensure compliance with KSU and UHS mission statements.

Serve as a member of the UHS leadership team.

Recruit and hire staff and oversees credentialing and privileging of physicians and nurse practitioners.

Serve as the public health officer for Kent State University. Organizes and assist in communicable disease prevention efforts, programs, and responses.

Participate in both internal and campus committees and community activities.

Serve as medical liaison to the Kent and Portage County Boards of Health.

Develop annual goals and objectives for clinical services and assist in the development of UHS annual goals and objectives, annual reports, budget, and strategic planning process.

Collaborate within the university and the surrounding community to enhance relationships with UHS.

Perform related duties as assigned.

Minimum Qualifications:

Current License to Practice in the State of Ohio or eligibility. Five to ten years of experience practicing medicine and board certification in a primary care specialty. Two to five years healthcare administration experience which has included experience working with and across various committees and departments within an organization. Must be able to work non-traditional hours.


Current License to Practice in the State of Ohio or eligibility.

Knowledge Of:

A philosophy of collaboration and teamwork

Laws, regulations, and ethics in regard to delivery of healthcare
Principles of business management as applied to public health administration and college health
Insurance billing
Typical medical/psychological conditions pertinent to college students
Importance of the clinical team, and what all departments and operations bring to the patient care experience, and the strength of that partnership

Skill In:

Forging clinical/management relations
Written, verbal, and interpersonal communication
Personal computer applications, including MS Office Suite

Ability To:

Work effectively with diverse groups of people
Work effectively in a multi-disciplinary health care delivery setting
Work nontraditional hous as needed

Preferred Qualifications – if applicable:

Board certification in Internal Medicine or Family Practice.
Public Health education and training experience in medical emergency management, clinical prevention strategies, and grant writing.
Knowledge of healthcare accreditation process.
Working knowledge of information technology, including statistical analysis, clinical epidemiology, and medical informatics.
Understanding of best practices and how to successfully introduce information technology into clinical practice.
Knowledge and experience with strategic planning.

Working Conditions / Physical Requirements:

Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects. Incumbent must be able to communicate with others. May require occasional travel on and off-campus.
