 $77,158 - $92.403

Basic Function:

Function as a team leader and supervise technical professionals in Information Technology and lead staff in analyzing and designing technical solutions for systems critical to university operations. Reports to designated administrator.

Examples of Duties:

Duties/essential functions may include, but not be limited to, the following: 

Supervise staff in an assigned specific technical area to include: planning and assigning projects/tasks to technical staff and independent contractors, making hiring, separation, and disciplinary recommendations and conducting performance evaluations. Ensure staff development through work assignment and training opportunities through classes and seminars.

Provide technical leadership by acquiring and maintaining technical expertise in the systems, products and predominant university methodologies. Evaluate and develop emerging tools, technologies, and standards.

Manage design, development, and implementation of information systems. Ensure systems are up to date with required upgrades and patches. Ensure procedures and guidelines are followed.

In collaboration with others, evaluate existing standards and initiates new standards that enhance productivity and maintainability. Assist with the development of technology direction for related areas and coordinate activities with other areas on the various campuses.

Ensure projects are completed in a timely, accurate manner by meeting quality standards and adherence to project cost estimates. Recommend and implement enhancements.

Participate in strategic planning, division and university projects and committees.

Maintain reports and documentation concerning services, inventory and budget allocations according to departmental standards.

Fulfill responsibilities of human resource management including equal employment opportunity, affirmative action, and employee development.

Resolve issues involving client requirements.

Provides leadership of a small department, unit or major function and/or direct supervision over administrative/professional employees.

Perform related duties as assigned.

POSITION SPECIFIC TECHNICAL AREAS MIGHT INCLUDE:

Incumbents assigned to infrastructure & operations may be responsible for:

- Managing development, implementations and planning for IT technology projects, in areas including networking, telecommunications, security, and user support.

- Interfacing with IT management and technical staff to facilitate the completion of IT projects.

- Managing outside resources to facilitate project implementation and ongoing support and maintenance.

- Overseeing, defining and monitoring critical path activities and resolving issues or escalating issues to divisional leadership, as needed.

Incumbents assigned to client server application & development may be responsible for:

- Management of client server applications and design of data/application architecture.

- Supervising large projects involving client specific software systems.

- Collaborating design, implementation, and maintenance with university clients and outside software vendors.

- Evaluating and recommending hardware needs for clients.

Incumbents assigned to enterprise application & development may be responsible for:

- Management of legacy applications and design of data/application architecture.

- Supervising large projects involving multiple units university wide.

- Collaborating design and implementation of database enterprise systems.

- Evaluating and recommending hardware, software, and infrastructure requirements.

Minimum Qualifications:

Bachelor’s degree.   Four years’ experience in information technology including one year supervisory or management experience OR Associate’s degree. Six years’ experience in information technology including one year supervisory or management experience OR Eight years’ experience in information technology including one year supervisory or management experience.

License/Certification:

 

Knowledge Of:

Multi-system mainframe application development; client-server application, PC application development or UNIX & PC operating system configuration (depending on technical area of expertise).
Project management principles.
Advanced application design and systems integration principles.
Applicable programming languages.
Software licensing and copyright protection rules and regulations.
Networking, telecommunications, servers, storage, user support , security and other technology areas
Supervisory, managerial and budgeting principles.

Skill In:

Providing leadership and direction, prioritizing and assigning work.
Communication, negotiation and interpersonal skills.

Ability To:

Read and write technical documentation.

Preferred Qualifications – if applicable:

Experience implementing complex projects in a higher education institution. 
Experience building and maintaining an IT budget.
Experience managing multiple people across multiple campuses or locations.

Working Conditions / Physical Requirements:

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. Incumbent may be required to travel from building to building frequently and off campus occasionally.
